asarium 59a8a347a1 Use the correct location flags for enumerating pilots 
This was an oversight in the JSON changes since those were made long
before the CFile location flags were a thing. This uses the correct
location flags for enumerating pilots for conversion.

asarium 721b2da37b Fix copy-paste error 
This caused the continuous conversion of old binary pilots to the JSON
format which reset all the changes made to the JSON data.

asarium 4eef54c10b Add JSON reading implementation 
This changes the pilot reading code to always use JSON files for storing
the pilot data. Old pilots are converted to the new format when FSO
starts and after that point only JSON pilots will be used.

using the new location API.
