Stephen Smalley c08c4eacab libselinux: is_selinux_enabled: Add /etc/selinux/config test.
To avoid regressions such as the one reported in:
https://bugzilla.redhat.com/show_bug.cgi?id=1219045
add a test for /etc/selinux/config to is_selinux_enabled().

This ensures that systems that do not install selinux-policy
will continue to return 0 from is_selinux_enabled().

make LIBDIR=/usr/lib64 SHLIBDIR=/lib64 install install-pywrap relabel
or on x86 (32-bit), run:
make install install-pywrap relabel

This may render your system unusable if the upstream SELinux userspace
lacks library functions or other dependencies relied upon by your
distribution. If it breaks, you get to keep both pieces.
