Damian Johnson b91a5c31ab Add ACTIVE and DORMANT signals

Oops! I noted these in the docs when they were added to the spec but I forgot
to add them to the enumeration. With this the following 'new capabilitiy'
notices are no longer noted after running our tests...

Stem (Python Tor Library)

Stem is a Python controller library for Tor. With it you can use Tor's control protocol to script against the Tor process, or build things such as Nyx.
