Adding a section for the Outreach Program for Women

Summary on how to apply for the OPW. Improvements welcome.

Several organisations, including Tor, are taking part in the <a
href="https://live.gnome.org/OutreachProgramForWomen">2013 Outreach Program
for Women</a>. This is a mentoring program similar to <a
href="https://www.google-melange.com/gsoc/homepage/google/gsoc2012">Google
Summer of Code</a> targeted at getting more women involved in open source.

The program runs from January 2 through April 2, 2013. Like GSoC the
program involves a stipend so, if you're a women interested in fighting
surveillance and censorship around the world then let us know!
