Important changes:
- Add Makefile RPMBUILD and RPMBUILD_FLAGS overrides for the rpm target.
- Detect /opt/rh GCC toolsets before RPM packaging.
- Pass --undefine _annotated_build to avoid Rocky 8 annobin plugin failures.
