osy d50855b743 agents: add /utm-test for building, running, and debugging changes

Gives agents a repeatable way to exercise a change in the real app before
/utm-review: build UTM and dependencies, repackage a single dependency
with scripts/fixup.sh, create and delete a throwaway test VM by scripting,
find logs, debug, and test headless GUI and the iOS simulator.
