qapi: introduce QAPISchemaIfCond.cgen()
Instead of building prepocessor conditions from a list of string, use the result generated from QAPISchemaIfCond.cgen() and hide the implementation details. Note: this patch introduces a minor regression, generating a redundant pair of parenthesis.
