block/dirty-bitmap: add readonly field to BdrvDirtyBitmap

It will be needed in following commits for persistent bitmaps.
If bitmap is loaded from read-only storage (and we can't mark it
"in use" in this storage) corresponding BdrvDirtyBitmap should be
read-only.
