RISC-V: Allow setting and clearing multiple irqs
Change the API of riscv_set_local_interrupt to take a
write mask and value to allow setting and clearing of
multiple local interrupts atomically in a single call.
Rename the new function to riscv_cpu_update_mip.

d78940ec5d RISC-V: Use atomic_cmpxchg to update PLIC bitmaps
The PLIC previously used a mutex to protect against concurrent
access to the claimed and pending bitfields. Instead of using
a mutex, we update the bitfields using atomic_cmpxchg.

Rename sifive_plic_num_irqs_pending to sifive_plic_irqs_pending
and add an early out if any interrupts are pending as the
count of pending interrupts is not used.

Create a SiFive Unleashed U54 SoC and use that in the sifive_u machine.

We leave the SoC, RAM, device tree and reset/fdt loading as part of the
machine. All the other device creation has been moved to the SoC.

RISC-V: Mark ROM read-only after copying in code
The sifive_u machine already marks its ROM readonly however
it has the wrong base address for its mask ROM. This patch
fixes the sifive_u mask ROM base address.

This commit makes all other boards consistently use mask_rom
as the variable name for their ROMs. Boards that use device
tree now check that that the device tree fits in the assigned
ROM space using the new qemu_fdt_totalsize(void *fdt)
interface, adding a bounds check and error message. This
can detect truncation.

RISC-V: Remove unused class definitions
Removes a whole lot of unnecessary boilerplate code. Machines
don't need to be objects. The expansion of the SOC object model
for the RISC-V machines will happen in the future as SiFive
plans to add their FE310 and FU540 SOCs to QEMU. However, it
seems that this present boilerplate is complete unnecessary.

RISC-V Build Infrastructure
This adds RISC-V into the build system enabling the following targets:

- riscv32-softmmu
- riscv64-softmmu
- riscv32-linux-user
- riscv64-linux-user

This adds defaults configs for RISC-V, enables the build for the RISC-V
CPU core, hardware, and Linux User Emulation. The 'qemu-binfmt-conf.sh'
script is updated to add the RISC-V ELF magic.

Expected checkpatch errors for consistency reasons:

SiFive RISC-V UART Device
QEMU model of the UART on the SiFive E300 and U500 series SOCs.
BBL supports the SiFive UART for early console access via the SBI
(Supervisor Binary Interface) and the linux kernel SBI console.

The SiFive UART implements the pre qom legacy interface consistent
with the 16550a UART in 'hw/char/serial.c'.

allows identical copies of BBL (Berkeley Boot Loader) and linux to run
on both Spike and QEMU. BBL provides HTIF console access via the
