The most interesting or most complicated part here is the syscall_nr.h
generators.  In order to keep the generation logic all in meson.build,
I am adding to config_target the name of the .tbl file, and making the
generated file syscall<SUFFIX>_nr.h for input file syscall<SUFFIX>.tbl.

For architectures where the input file is not named syscall_nr.tbl,
syscall_nr.h has to be a source file; it's just a forwarder for x86
(i386/x86_64), while for MIPS64 it chooses between N32 and N64 ABIs.

a81df1b68b libqemuutil, qapi, trace: convert to meson
This shows how to do some "computations" in meson.build using its array
and dictionary data structures, and also a basic usage of the sourceset
module for conditional compilation.

Notice the new "if have_system" part of util/meson.build, which fixes
a bug in the old build system was buggy: util/dbus.c was built even for
non-softmmu builds, but the dependency on -lgio was lost when the linking
was done through libqemuutil.a.  Because all of its users required gio
otherwise, the bug was hidden.  Meson instead propagates libqemuutil's
dependencies down to its users, and shows the problem.

a56650518f configure: integrate Meson in the build system
The Meson build system is integrated in the existing configure/make steps
by invoking Meson from the configure script and converting Meson's build.ninja
rules to an included Makefile.

build.ninja already provides tags/ctags/cscope rules, so they are removed.

dedad02720 configure: add support for pseudo-"in source tree" builds
Meson requires the build dir to be separate from the source tree. Many
people are used to just running "./configure && make" though and the
meson conversion breaks that.

This introduces some backcompat support to make it appear as if an
"in source tree" build is being done, but with the results in the
"build/" directory. This allows "./configure && make" to work as it
did historically, albeit with the output binaries staying under build/.

086d5f7529 configure: prepare CFLAGS/CXXFLAGS/LDFLAGS for Meson
Split between CFLAGS/QEMU_CFLAGS and CXXFLAGS/QEMU_CXXFLAGS so that
we will use CFLAGS and CXXFLAGS for flags that we do not want to
pass to add_project_arguments.

f5c730698a tests/vm: do not pollute configure with --efi-aarch64
Just make EFI_AARCH64 a variable in the makefile that defaults to the efi

9b52b17ba5 configure: Allow to build tools without pixman
If pixman is not installed, it is currently not possible to run:

 .../configure  --disable-system --enable-tools

Seems like there was a dependency from one of the required source
files to pixman in the past, but since commit 1ac0206b2a
("qemu-timer.c: Trim list of included headers"), this dependency
should be gone. Thus allow to compile the tools without pixman now.

dd0162653c fuzz: build without AddressSanitizer, by default
We already have a nice --enable-sanitizers option to enable
AddressSanitizer. There is no reason to duplicate and force this
functionality in --enable-fuzzing. In the future, if more sanitizers are
added to --enable-sanitizers, it might be impossible to build with both
--enable-sanitizers and --enable-fuzzing, since not all sanitizers are
compatible with libFuzzer. In that case, we could enable ASAN with
--extra-cflags="-fsanitize=address"

a08464521c Remove VXHS block device
The vxhs code doesn't compile since v2.12.0. There's no point in fixing
and then adding CI for a config that our users have demonstrated that
they do not use; better to just remove it.

The configure script currently refuses to succeed when run on macOS
with --enable-werror:

 ERROR: configure test passed without -Werror but failed with -Werror.

The information in config.log indicates:

777dddc501 tests/plugins: don't unconditionally add -Wpsabi
Not all compilers support the -Wpsabi (clang-9 in my case). To handle
this gracefully we pare back the shared build machinery so the
Makefile is relatively "standalone". We still take advantage of
config-host.mak as configure has done a bunch of probing for us but
that is it.

2a4b472c3c osdep.h: Always include <sys/signal.h> if it exists
Regularize our handling of <sys/signal.h>: currently we include it in
osdep.h, but only for OpenBSD, and we include it without an ifdef
guard in a couple of C files.  This causes problems for Haiku, which
doesn't have that header.

Instead, check in configure whether sys/signal.h exists, and if it
does then always include it from osdep.h.

195588ccd5 build: Check that mlockall() exists
Instead of assuming that all POSIX platforms provide mlockall(),
test for it in configure. If the host doesn't provide this platform
then os_mlock() will fail -ENOSYS, as it does already on Windows.

This is necessary for Haiku, which does not have mlockall().

c9c8b88f0b util/qemu-openpty.c: Don't assume pty.h is glibc-only
Instead of using an OS-specific ifdef test to select the "openpty()
is in pty.h" codepath, make configure check for the existence of
the header and use the new CONFIG_PTY instead.

This is necessary to build on Haiku, which also provides openpty()
via pty.h.

7aa12aa215 Remove the CONFIG_PRAGMA_DIAGNOSTIC_AVAILABLE switch
GCC supports "#pragma GCC diagnostic" since version 4.6, and
Clang seems to support it, too, since its early versions 3.x.
That means that our minimum required compiler versions all support
this pragma already and we can remove the test from configure and
all the related #ifdefs in the code.

0ab6c2384c configure: do not clobber CFLAGS with --enable-fuzzing
When configuring with --enable-fuzzing, we overwrote the CFLAGS
added by all the preceding checks. Instead of overwriting CFLAGS, append
