Philippe Mathieu-Daudé 5679479b9a target/mips: Move CP0 helpers to sysemu/cp0.c
Opcodes accessing Coprocessor 0 are privileged.
Move the CP0 helpers to sysemu/ and simplify the #ifdef'ry.
