Panagiotis Issaris a551510665 Remove the "maxrate" and "minrate" OptionDef options from ffmpeg.c. This 
requires some modifications to the manpage, as now the unit of -b is bits/sec
not kbits/sec.

  liba52 and libpostproc are licensed under the Lesser GNU General
  Public License.

* liba52 and libpostproc are distributed under the GNU General Public
  License and their compilation and use is optional in ffmpeg.
