- Fix auth-retry contradiction: align all docs/templates with the canonical
  3-attempt auto-refresh spec from HARNESS.md (boilerplate skill, CLAUDE.md,
  exceptions.py.tpl, reference examples, quality checklist)
- registry.json: add missing cli-web-youtube and cli-web-hackernews (17 -> 19)
- Sync plugin.json version to 0.10.0 and wire it into release-please
  extra-files so future releases bump it automatically
- Clarify HARNESS.md checklist wording (65 automated of 75 total checks)
- Fix stale CLI counts in CONTRIBUTING.md and QUICKSTART.md; point to
  registry.json as the authoritative list
- scripts/test-all.sh: discover CLIs dynamically instead of a hardcoded
  10-entry list (now covers all 19)
