i#8178: remove outdated doxygen flag (#8179)

The `DOT_MULTI_TARGETS` flag is deprecated as of doxygen 1.18.0 and will
cause the build to fail if included.

The [default
value](https://web.archive.org/web/20260225031249/https://www.doxygen.nl/manual/config.html#cfg_dot_multi_targets)
of this flag on older versions of doxygen was NO, so removing it from
the config does not affect anything.

Fixes: #8178
