* Change awk to grep, delete ZAPD files, gitignore elf

- preprocess spec before grep
- split order prerequisites via phony target to reduce dependency edges
- remove `resources` target
- remove separate overlays targets
- use `$(SPEC)` throughout

- Rearrange targets to better reflect their categories
