Fix pre-commit CI: remove invalid self-reference and broken types-all dep

- Removed Heretek-AI/heretek-actions self-reference from pre-commit config
  (repo has no .pre-commit-hooks.yaml manifest)
- Removed mypy's types-all additional_dependencies which has yanked
  packages (types-pkg-resources not found)
- Updated mypy rev to v1.15.0
