Fix 'failed to fetch workflow' parse error: ocr.yml referenced a local reusable workflow path (./.github/workflows/ocr-review.yml) that does not exist in this repo. Point at Heretek-AI/.github org reusable workflow pinned to main HEAD (a440b485).
SearXNG reports rate-limited/failing engines in unresponsive_engines,
which was silently dropped, so partial outages looked like 'no results'.
The searxng tool now appends a suspension note naming the engines.
(The websearch provider path can't express this: WebSearch.Result has
no slot for it.)
External server plugins run with only Scope provided, so
HttpClient.HttpClient is unavailable (Service not found). HTTP now
goes through global fetch; also adapts to Effect 4 renames
(catchAll -> catch, decodeUnknown -> decodeUnknownEffect).
Production plugin installs omit devDependencies, so the Tool.Error
import from @opencode/schema killed loading (err_b46b8b72). The host
only remaps effect and @opencode/plugin imports. The searxng tool now
returns failures as content with error metadata instead.
