Invalid samples with empty content won't ever be demuxed. As such they can't participate in buffered range calculations.

Today, inspector startup is clunky and is made is many steps
in which the left pane with the markup view is loaded full width
before the rule view is opened. It blinks and resize things.
* display the left pane (inspector-main-content) only when the size of panels
is set by the splitter.
* fix markupbox hidding while loading as "collapsed" wasn't working
* setup the splitter with the right size immediately
* prevent unnecessary renders in split-box

The commit message for `mach try fuzzy` already advertised its usage.
We tweak the syntax a little so it isn't redundant.

This changes the style editor and inspector to use the same pref that
the other tools are using. This pref is a bit of a misnomer for now,
because the inspector and style editor aren't actually using the
client-side service; but I think the name is not very important, and
unifying the prefs is worthwhile.

Regular bookmark items can grow flexibly because they apply hover background
and padding on the parent toolbarbutton element instead of its contents,
like .toolbarbutton-1 does. This patch adds a few hacky overrides to fix that.
