6a1a3d0c1c Bug 1268638 - Enable DXGL by default. - r=jrmuizel 
This will only run if they receive a WGL context, and we have a blocklist
entry for this. Since there isn't a reason right now to want WGL without
DXGL, we should tie these together.

I had meant to remove all of these in bug 1276132, but I missed a couple. We
should now check whether Widevine is enabled before hitting these code paths
by checking the preference.
