[css-scroll-snap-2] Switch snapchanged to updated SnapEvent interface

This patch makes snapchanged fire SnapEvents based on the updated[1]
SnapEvent interface which supplies exactly one snap target per axis.

We detect that the snap targets of a SnapContainerData has changed by
comparing its current target_snap_area_element_ids_ to the element ids
that were most recently used to evaluate snapchanged. This requires
that if a snap container is snapped in both axes but is then scrolled
in only one axis, it needs to remember what it was snapped to in the
other (unscrolled) axis - previously, we simply forgot what we were
snapped to in the unscrolled axis.

prefer-common-to-both-axes.html had to be modified because remembering
what we are snapped to in the unscrolled axis affects the choice of
snap targets when there is a layout change resulting in the targets
along each axis not being mutually visible. Currently, chromium handles
this somewhat arbitrarily (This will be adddressed in
crbug.com/329250094) This patch gets around this by scrolling in both
axes.

snapchanged-ensures-dom-order.html is deleted because we don't return a
list anymore so we don't need to ensure the order of the list.

The assertion in the bug is because we were trying to evict disk cache entries in the context of private browsing mode.
Generally, for Private browsing mode we don't write use Disk Storage. During the [initialization](https://searchfox.org/mozilla-central/source/netwerk/cache2/CacheStorageService.cpp#1557).  of storage entry, WriteToDisk[https://searchfox.org/mozilla-central/rev/5f0a7ca8968ac5cef8846e1d970ef178b8b76dcc/netwerk/cache2/CacheStorage.h#54] will be false due to private browsing mode. Due to this, we are sure that private browsing mode cache entries wont be written to disks.

The solution for the bug here is to prevent an attempt to evict the disk cache entries in private browsing mode, similar to the check in [DoomStorageEntries](https://searchfox.org/mozilla-central/source/netwerk/cache2/CacheStorageService.cpp#1929).

fbd72b154b Bug 1305428: Don't set ARIA DOM attributes due to accessibility API calls. r=eeejay
Per the spec, with respect to ARIA, "accessibility APIs operate in one direction only. User agents publish WAI-ARIA information (roles, states, and properties) via an accessibility API, and an AT can acquire that information using the same API. However, the other direction is not supported."
Although Firefox has not complied with this part of the spec for many years, this can cause problems for some ARIA widgets which aren't expecting ARIA attributes to be changed by the browser (nor should they, per the spec).
This might change one day, but for now, we should align with the spec.

Webrender's glslopt-optimized shaders encounter a miscompilation on
some Adreno driver versions regarding fetching empty clip tasks. This
patch reshuffles the code in such a way as to avoid the
bug. Unfortunately the specific cause of the miscompilation remains
unknown, meaning we must take extra care not to regress it in the
future.

Another check to ensure the pref is there, in case it's not flushed to the disk yet (which would prevent the start cleanup from happening).

This is still a speculative patch.
