61760707b2 Bug 432466. Allow sendNativeKeyEvent to return NS_ERROR_NOT_AVAILABLE to indicate that a keyboard layout is not available. Load keyboard layouts programmatically on Windows so we can detect whether a keyboard is available. f41e67c622 Separate the widget and gfx toolkits into two variables. 
Instead of MOZ_TOOLKIT, we now have MOZ_WIDGET_TOOLKIT and MOZ_GFX_TOOLKIT.
There is also a new configure flag, --enable-gfx-toolkit which does what its
name implies.
The configure script should continue to work as before.
