When the pending animation having no target element sets a new effect having
a target element associated with a document, PendingAnimationTracker has to
start tracking the animation regardless of mPendingReadyTime.

It might be possible that we can check whether an animation is being tracked
by the pending animation tracker without this function to count layout flush
since we force to flush layout if there is any pending animations [1]. But
it will probably result complicated test cases. So to make test cases simple,
we introduce a new function which just checking whether a given animation is
being tracked by the pending animation tracker.

The JPEG decoder will currently only post an invalidation when it has
processed all of the rows it is able to. If it is has all the data, that
means it must fully decode before invalidating. This causes very large
JPEGs to appear in large chunks which feels janky compared to slowly
appearing row by row with the refresh tick. With WebRender, it also
allows us to upload less data per frame update which can be another
source of jank.

In bug 1404042, we determined that video playback of software based surface was very slow and power hungry when using the intel GPU, but was working okay when using the dGPU (either AMD or nVidia)
So always return false in IsVP9DecodeFast when the current GPU is an Intel, as well as return a benchmark score of 0
Force a new run of the benchmarking by bumping the version number.

This patch will ensure that displaying the zero graduation into the timeline by
using shift the graduation with zeroBaseTime. If we shifted all of the
graduations, the graph might not have the first graduation. So this patch will
add the first graduation intentionally in this case.

This patch will introduce the zeroPositionTime, this value means the time that
current time of animation will be zero. In front-side, use this value for
shifting the graduation in order to display the zero.
If target server dones't support currentTimeAtCreated, this patch will use the
start time. As result of it, scrubber position will overlap to animation name
area if current time is negative.
