Skip mask and text-decoration for now since there's a single test-case failing
for each that seem worth fixing in a different bug:
* For mask, there's the case of setting mask: url(foo.svg#bar), which we test
we serialize absolutely. But given we're uncomputing it we don't serialize
the resolved URL. Chrome doesn't either so we could just change the test, but
even if we decided to do it we probably should do it in a separate bug.
* For text-decoration, we need to resolve the value, when it's an interpolation
between currentcolor and other color. Right now that returns the empty string
which is not great:

So I need to come up with something. Probably we need to implement the "hard"
version of the serialization code that doesn't reuse the animation machinery.

While at it, also serialize all <position> longhands with Servo, so that I can
clean up the tests.

This patch introduces 2 new prefs:
- devtools.console.stdout.chrome: if true, console API writes on stdout when
used by chrome code
- devtools.console.stdout.content: console API write on stdout when used by
content code.
In particular:
-webkit-appearance:none inhibits the range track.
An author-specified 'border' or 'background' does NOT disable the theme.
The default non-themed background-color is opaque.

Previously, the ASR overrides contained Maybe<ClipId>, where Nothing() corresponded to taking the top of the clip/scroll stack instead of overriding. This change removes the associated complexity by ensuring that we always provide the ClipId.

If a frame cannot be repositioned, the reflow request should hint at the
position change, so that if that frame is a reflow root, the next reflow won't
just start from there and not set the new position.
Updated incorrect comment about nsChangeHint_ReflowChangesSizeOrPosition
always requiring nsChangeHint_ClearAncestorIntrinsics.

We already keep a cached version of the up-to-date value in nsPresContext,
there's no need to go through nsDeviceContext at all.
I don't expect this to fix bug 1424968 entirely, but it should make it a bit
better.

This is enough to fix the devtools regression and matches what other browsers
do in the no-attribute case.
Also, I think this change over all makes sense: it doesn't make any sense to
display the broken image icon if there's no request, and we already assume in
EnsureIntrinsicSizeAndRatio() that we don't paint the icon for those (and make
the intrinsic size 0x0).
We still show the border, which matches other UAs (note that devtools
effectively masks the border away with mask-image).
This technically also can change behavior of <object> and <input>, but I think
it's better to be consistent, since EnsureIntrinsicSizeAndRatio also doesn't
special-case <img> either.

Badly-behaved consumers of DrawTargetRecording can trigger recording of
draw calls that will fail to allocate required draw targets when the
recording is replayed. This patch tries to guard against this by
detecting these situations at record-time rather than crashing at
replay-time. When such a situation is detected, it will crash (for
content processes, to catch such scenarios) or gracefully fail (for
other processes).
