Bug 1419370 - remove immutablejs from netmonitor. r=honza

Remove the use of `Immutable.is` in Toolbar, this method should
map directly to `Object.is`. The props being passed to `is` were
already plain JS objects from what I understand.
Yarn was used to remove the Immutable JS package and webpack was
configured to not include webpack from shared assets.

mooted the possibility of letting them ride the wasm train independently
of the thread feature. So do not make them dependent on the threads

Bug 1429171 - Enable portions of the Credential Management WPTs r=jgraham

While Web Authentication's work didn't intend to implement all of Credential
Management, it implemented parts, and as such has made some of the WPTs for
CredMan pass. I've filed Bug 1429196 to get the other applicable tests to pass
(e.g., not the PasswordCredential or FederatedCredential tests, which we
currently don't plan to support).
Note that this doesn't meaningfully affect the Web Authentication WPTs, but
those are still basically stubs that time out immediately.

Bug 1428912 - Only keep track of job names for seen configs in build_lints. r=dustin

When looking for perfherder data collection duplicates, we currently
keep full job objects references, which are then used in case an error
occurs, to display the job names of the duplicates.
But those job objects are yielded and may be modified by other
transforms, and presently, by the time a duplicate is found, the
corresponding job object has been modified such that it has no 'name'
key anymore, leading to a KeyError exception when trying to display
the duplicate error message.
So instead of keeping the job objects, which can change, and which we
don't have a real use for, just keep the job name.
