025fb3a058 Get rid of gcc3's numerous warnings about using <new.h> instead of <new> by creating a new #define, NEW_H, which should be used instead of <new.h> or <new>. 0682e903f8 fix bug 159328, and probably bug 146673 - use locale-insensitive string comparisons in strings so we don't break when doing case-insensitive matching of simple ASCII strings in non-US locales, like "SubMIT" != "submit"
