This patch makes several changes to the kinds of URLs where we can cancel
content JS when navigating between them:
1) When navigating directly to a URL (e.g. by typing something into the
location bar and hitting Enter), we allow canceling content JS if the URLs
differ in any way *except* their ref ("#"). To help with this, we also
attempt to fix up the URL (e.g. by prepending "http://" to it).
2) When navigating through history, we allow canceling content JS if the
`prePath` part of the URLs differ. Most notably, this allows canceling
content JS when one of the URLs is an `about:` page (e.g. when hitting the
Home button).
3) We explicitly disallow cancelling content JS if the currently-running JS
is trusted or if the page being navigated away from is anything but
http(s): or file:.
4) We also disallow cancelling content JS for windows that are still being
created (e.g. when creating a new tab or window via `window.open`). For
more background on this, see the comments about `mCreatingWindow` in
dom/ipc/BrowserParent.h.
5) We ensure that, when attempting to cancel JS, the tab ID of the
currently-running script matches the original tab that requested the
cancellation. This avoids a race condition in which a particular JSContext
has already moved on to executing another tab's JS by the time we hit our
interrupt callback.

Right now there's some duplicated code with the focus manager and the
DOMWindowFocus event.
Android didn't handle the new framefocusrequested event, so the test-cases in
bug 416771 still didn't work there.
I think using the focus manager codepath everywhere is preferable. I confirmed
manually that the stuff that sent DOMWindowFocus events still works as expected
with this patch (i.e., switching to the right tab when you click on a
notification, etc.).
This fixes it so that it works in Fennec, and it sends the focus events right in
GeckoView Example (i.e., we get here[1] properly).
The snippet that Snorp provided on IRC to implement the "bring activity to
front" stuff (`startActivity(getIntent())`) didn't actually work for me, but I
confirmed that the right message is sent when the focus is requested, and that
we get there.

This bug will use the browsing context to notify content tab to mute/unmute media, instead of using MessageManager. We would use the top level canonical browsing context to
set the media mute property for the top level window and propagate it to other top level windows in other processes.
If we don't do so, we're not able to mute/unmute media in the different process when we we enable Fission, because the current way we use can only notify one process and would cause the media on other process can't be muted/unmuted.

We were incorrectly not performing an EnsureSubscribed for the origin
process which a BrowsingContext came from. Normally this would mean that
the BrowsingContext could die in the parent process before the
WindowGlobalParent listener arrived, but that didn't generally happen
due to the low likelihood of a CC occuring between the two messages.
It's likely that this crash was caused by people on lower-end hardware
triggering a print. This would be a longer-running operation in the
content process between the first and second message than usual. On
systems with memory pressure, there would be a higher chance of a CC
occuring between the messages, which would then cause this crash.
This patch correctly connects the origin ContentParent to the
BrowsingContextGroup, which will prevent the CC from destroying our
objects.
In the future, it may be desirable to ensure that this doesn't happen
more reliably by using a ContentParent-local table for looking up
BrowsingContext IDs sent over IPC. This would prevent our current
dependency on the weak pointer behaviour of the current global ID cache.
Unfortunately, this patch adds no tests, and I'm not aware of a good way
to test this edge case to confirm it has been fixed. I believe that this
patch should fix the issue I mention, however.

`nsPICommandUpdater` is a scriptable interface, but nobody refers it from JS,
and it's implemented only by `nsCommandManager`. Therefore, we can get rid
of this interface.
Additionally, `nsCommandManager::Init()` is called only by `nsDocShell`, which
is the only instantiater of the class, and returns error only when given window
is nullptr. Therefore, we can make the constructor take the window instead.

Add a new nsExternalHelperAppService derived class named nsOSHelperAppServiceChild to be used for the MIME service, external helper app service, and external protocol service interfaces in child processes. nsOSHelperAppServiceChild overrides some methods used to get MIME and external protocol handler information from the OS and implements these methods by remoting the calls to the parent process.
This is necessary because, on Mac, querying the OS for helper application info from sandboxed content processes is unreliable and has buggy side effects.
For now, only use the new class on Mac.

Add a new nsExternalHelperAppService derived class named nsOSHelperAppServiceChild to be used for the MIME service, external helper app service, and external protocol service interfaces in child processes. nsOSHelperAppServiceChild overrides some methods used to get MIME and external protocol handler information from the OS and implements these methods by remoting the calls to the parent process.
This is necessary because, on Mac, querying the OS for helper application info from sandboxed content processes is unreliable and has buggy side effects.
For now, only use the new class on Mac.

This allows this enumeration to be used from nsIPresShell.h without introducing
a circular dependency.
Its new home in layout/base/ScrollTypes.h, included as mozilla/ScrollTypes.h.
Others similar enums can be added to that file if desired.
This patch also makes ScrollMode an enum class (as it's no longer nested
inside a class) and switches its enumerators to the |eName| naming convention.

nsIChannel.LOAD_CLASSIFY_URI is no longer required so we can remove it from
the codebase.
In the mean time, we add a new LOAD_BYPASS_URL_CLASSIFIER load flag for
channel creator to be able to force channel to bypass URL classifier check.
The use of the new LOAD_BYPASS_URL_CLASSIFIER flag will be addressed in
the other patches.

This patch renames nsIPresShell::SetPendingVisualScrollUpdate() to
ScrollToVisual(), and adds an instant vs. smooth option.
SetPendingVisualScrollUpdate() still exists, as a helper for the instant case.
