Gecko would like to turn on the stylo layout tests (tests/unit/stylo) in
Gecko CI. The plan for doing this is to add the tests as a
dev-dependency of Gecko's main Rust library, from which `cargo test` can
be run in the usual fashion.
Doing this creates problems for normal development, because the stylo
tests need the `selectors` crate to be compiled with `gecko_like_types`,
whereas the `geckolib` crate does not. So if we compile `geckolib` in a
non-test build configuration, the `selectors` crate is compiled without
`gecko_like_types`...but then if we compile `geckolib` in a test build
configuration, cargo will evict the previous rlib for the `selectors`
crate and replace it with a `selectors` compiled with gecko_like_types.
And then compiling `geckolib` in a non-test configuration repeats the
process, and so forth.
Needless to say, this is highly annoying behavior. It is due to a bug
in cargo:

but it's not known when that bug will get fixed. In the meantime, we
can just make sure that geckolib's `selectors` is compiled with the same
features as the `selectors` crate in the stylo tests.

This patch makes the MallocSizeOf stuff in Stylo work more like the HeapSizeOf
stuff already in Servo, except better. In particular, it adds deriving support
for MallocSizeOf, which will make it easier to improve coverage.
The patch does the following.
- Combines servo/components/style/stylesheets/memory.rs and the heapsize crate
into a new crate, malloc_size_of.
- Forks the heapsize_derive crate, calling it malloc_size_of, so that
MallocSizeOf can be derived.
- Both the new crates have MIT/Apache licenses, like heapsize, in case they are
incorporated into heapsize in the future.
- Renames the methods within MallocSizeOf and the related traits so they are
more concise.
- Removes MallocSizeOfWithGuard.
- Adds `derive(MallocSizeOf)` to a lot of types, in some cases replacing an
equivalent or almost-equivalent hand-written implementation.
- Adds stuff so that Rc/Arc can be handled properly.

We added this because a year ago we had no reliable Gecko CI. This meant that Gecko-only properties needed to be tested *somehow*, and we solved that by making it so that for unit tests we compile all properties, not just the servo ones.
This was useful back then, but I don't think we need this anymore. We have reliable Gecko CI, and all the gecko-only stuff we tested is adequately handled by the properties-database parsing mochitests. It's a bit of annoying cruft that just complicates things; we probably should remove it.

add the moz_debug feature
debug_assertions is not a reliable guide to whether Gecko C++ code is
being compiled with debugging assertions, since we can now compile Gecko
with --enable-optimize --disable-debug --enable-rust-debug: Gecko will
be compiled without debugging assertions (and debugging struct layouts)
and Rust code will be compiled with debug_assertions. The struct
mismatches in the binding layer lead to startup crashes.
This feature is not presently used, but will be set by some Gecko-side
changes and then used by some Servo-side changes. These changes need to
be made first so that CI on both sides works correctly at all
intermediate stages along the way.

Before this PR, every object reflected in CSSOM is in `Arc<RwLock<_>>` to enable safe (synchronized) mutable aliasing. Acquiring all these locks has significant cost during selector matching:

This PR introduce a mechanism to protect many objects with the same `RwLock` that only needs to be acquired once.
In Stylo, there is one such lock per process (in a `lazy_static`), used for everything.
I non-Stylo Servo, I originally intended to have one such lock per document (for author-origin stylesheets, and one per process for user-agent and user sytlesheets since they’re shared across documents, and never mutated anyway). However I failed to have the same document-specific (or pipeline-specific) `Arc` reachable from both `Document` nodes and `LayoutThread`. Recursively following callers lead me to include this `Arc` in `UnprivilegedPipelineContent`, but that needs to be serializable. So there is a second process-wide lock.
This was previously #15998, closed accidentally.

Right now they don't, which means that we have four properties making PropertyDeclaration 16 bytes bigger than it should be.
I'm not sure if there's a better way to get these tests to run against stylo than to hoist them into the properties file, but I couldn't figure it out. This seems good enough.

By having a single thread pool, rather than one per document, we use less memory. This addresses https://bugzilla.mozilla.org/show_bug.cgi?id=1324250.
This may be obvious to an experienced Rust programmer, but I went with raw pointers because trying to use `Option` global variables resulted in complaints about turning on feature flags in nightly Rust. Since this is for stylo, nightly features are not appropriate here.
