8efed25b78 Bug 1690416 - remove HTMLMediaElement::ReportCanPlayTelemetry(). r=bryce,Gijs,webidl,mccr8 
The actual telemetry probes has been removed by this, so this function is no longer reporting any result and we can remove it.

3012a7db34 Bug 1688833 - Make nsBaseHashtable::WithEntryHandle public and complete its design. r=xpcom-reviewers,nika 
Implements the missing handle functions (OrInsertWith, OrUpdateWith), and harmonizes functions
to return a reference to the data.

32-bit platforms: use redefine to avoid an unnecessary register move.

64-bit platforms: for LInt32ToIntPtr when we know input >= 0 use defineReuseInput
so that register allocation takes care of inserting the move (and avoiding one when
possible).
