afaacd8030 Bug 313309 part 3 - use static data symbol (it's a weak symbol, we're tricking compilers into emitting a weak symbol by using templates) for NS_GET_IID instead of an inline function, r=shaver. aee1056ad7 Implement a in-place (no copy) CompareUTF8toUTF16, and use it to make the atom 
hashtable lookups zero-copy.  Patch by jst, bug 314465 (with lots of the
