22aecc3d20 Bug 132785, regression in strict comment parsing. Although spec does not allow non-whitespace characters between last dash and greater than, there seem to be lots of pages out there that do this. hook biff up to showing an animated alert for windows.
Force folks trying to open a new mail window to go through the the mail open window service
which now takes a folder and a message key.
