6e8f78d355 Merge the microsummary picker with the Name field in the add bookmark and bookmark properties dialog, hiding the picker if no microsummaries are available.

8af800d7da Bug 340677 - update preferences panels (add anti-phishing, rationalize categories, simplify wording). This patch is the first, preliminary patch which adds (hopefully) all the strings which will be needed, while simultaneously removing none of the existing strings. 48969ba5fd This patch increases the delay between sending search suggestion requests, 
and provides an increasing backoff behavior if the server returns an HTTP
response code that indicates that it's too busy.
