This patch removes the broken bash scipt (polly.sh) and fixes the broken setup
instructions in get_started.html. It also adds instructions for using Ninja and
links to the LLVM getting started page.

This is *not* a trivial substitution, because additionally, all the
checkout instructions had to be migrated to instruct users on how to
use the monorepo layout, setting LLVM_ENABLE_PROJECTS instead of
checking out various projects into various subdirectories.
I've attempted to not change any scripts here, only documentation. The
scripts will have to be addressed separately.
Additionally, I've deleted one document which appeared to be outdated
and unneeded:

The autotools build system is based on and requires LLVM's autotools
build system to work, which has been depricated and finally removed in
r258861. Consequently we also remove the autotools build system from
Polly.

This commit drops the Cloog support for Polly. The scripts and
documentation are changed to only use isl as prerequisity. In the code
all Cloog specific parts have been removed and all relevant tests have
been ported to the isl backend when it was created.

"check-polly" in r182171. This CL updates the document and
the automatic build script.

Polly should now be compiled with CLooG 0c252c88946b27b7b61a1a8d8fd7f94d2461dbfd
and isl 56b7d238929980e62218525b4b3be121af386edf. The most convenient way to
update is utils/checkout_cloog.sh.
