praisonai-triage-agent[bot]andMervin Praison de692894f2 fix: restore test_get_runtime_descriptor_keeps_live_lock (no hang)
The skip was based on a false premise. get_runtime_descriptor() does no
locking/waiting: it reads the lockfile and calls os.kill(pid, 0). With a
live pid (os.getpid()) it returns immediately. The full test file passes
in <1s locally, so the test is restored rather than skipped to avoid a
coverage gap on the warm-runtime liveness path.
