What is in this change?

  • Update Azure OpenAI to use modern tool callback messages and move away from legacy function role in chats.

Tested with the following deployments:

  • GPT-5.1-chat
  • GPT-5-chat
  • O3-mini
  • O4-mini
  • GPT-4.1-nano

Anything older than that will fail, but is officially deprecated anyway by Azure Foundry.

Developer Validations

  • I ran yarn lint from the root of the repo & committed changes
  • Relevant documentation has been updated
  • I have tested my code functionality
  • Docker build succeeds locally
