test(managed-agent): match the busy-storage message in ChildWorkspaceServiceTest (#16382)

`WorkspaceExecutionStore.busy()` changed its message to
"Workspace is not available for this operation." in #16369, which updated the
in-test stub at line 1345 but not the `aBusyStorageParksTheStepWithoutSpendingAnAttempt`
assertion at line 707. The assertion still expected the old "held by another tool
turn" text, so the test now fails deterministically on the new message (seen on
run 41981102231, both attempts). Update the assertion to the new busy message.
