fix(web-shell): watch the workspace manifests in the managed-host lane (C4)

The lane builds core, acp-bridge and the SDK from source, so a change to
those workspace manifests can break the bundle while the filter reports
skipped. Add the three package.json entries to both triggers and to the
exact-set pin.
