docs(ci): correct the routing-matrix coverage claim for the triage gate

The validation plan said the triage gate is pinned by the triage meta-test AND the ci-runner-routing matrix, but the matrix never reads either authorize job (it pins the sibling pool jobs). State the actual coverage in both language versions.
