docs: fix dead links in GitHub Action, extensions, and privacy pages (#12717)

Five links in integration-github-action.md pointed into
QwenLM/qwen-code-action/docs/cli/, which does not exist; they were
inherited from the gemini-cli-action template. Point them at this
repo's own configuration docs and releases page. Also update the moved
prompts.chat marketplace link and the Chrome Web Store user data policy
URL, which Google has moved.

Fixes #12716
