* test(integration): size parity budgets for the shared CI wait (#15185)

The shared wait helper now uses the harness default (60s in CI), so the
parity suite's 120s outer budgets could expire before a labeled wait
failure fired. Budget the model and user paths for three and five waits
respectively, and drop the redundant explicit timeout on the resume
suite's readiness check, which already defaults to getDefaultTimeout().

* test(integration): pin the CI timeout table and size every shared-wait cap (#15185)
