to reflect the new license.
We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

When selecting a split candidate for region splitting, the register allocator tries to predict which candidate will have the cheapest spill cost.
Global splitting may cause the creation of local intervals, and they might spill.
This patch makes RA take into account the spill cost of local split intervals in use blocks (we already take into account the spill cost in through blocks).
A flag ("-condsider-local-interval-cost") controls weather we do this advanced cost calculation (it's on by default for X86 target, off for the rest).

Surprisingly, one of the three interference checks in LiveRegMatrix was
using the main live range instead of the apropriate subregister range
resulting in unnecessarily conservative results.

We have a detailed def/use lists for every physical register in
MachineRegisterInfo anyway, so there is little use in maintaining an
additional bitset of which ones are used.
Removing it frees us from extra book keeping. This simplifies
VirtRegMap.

Do not use MachineRegisterInfo::setPhysRegUsed()/isPhysRegUsed()
anymore. This bitset changes function-global state and is set by the
VirtRegRewriter anyway.
Simply use a bitvector private to RAGreedy.

AKA: Recompile *ALL* the source code!
This one went much better. No manual edits here. I spot-checked for
silliness and grep-checked for really broken edits and everything seemed
good. It all still compiles. Yell if you see something that looks goofy.

No functional change, just moved header files.
Targets can inject custom passes between register allocation and
rewriting. This makes it possible to tweak the register allocation
before rewriting, using the full global interference checking available
from LiveRegMatrix.
