There is a pretty staggering amount of this in LLVM's header files, this
is not all of the instances I'm afraid. These include all of the
functions that (in my build) are used by a non-static inline (or
external) function. Specifically, these issues were caught by the new
'-Winternal-linkage-in-inline' warning.
I'll try to just clean up the remainder of the clearly redundant "static
inline" cases on functions (not methods!) defined within headers if
I can do so in a reliable way.
There were even several cases of a missing 'inline' altogether, or my
personal favorite "static bool inline". Go figure. ;]

materialization, allowing overlap of compilation with bitcode download.

Modules and ModuleProviders. Because the "ModuleProvider" simply materializes
GlobalValues now, and doesn't provide modules, it's renamed to
"GVMaterializer". Code that used to need a ModuleProvider to materialize
Functions can now materialize the Functions directly. Functions no longer use a
magic linkage to record that they're materializable; they simply ask the
GVMaterializer.
Because the C ABI must never change, we can't remove LLVMModuleProviderRef or
the functions that refer to it. Instead, because Module now exposes the same
functionality ModuleProvider used to, we store a Module* in any
LLVMModuleProviderRef and translate in the wrapper methods. The bindings to
other languages still use the ModuleProvider concept. It would probably be
worth some time to update them to follow the C++ more closely, but I don't
intend to do it.

anything about disk I/O itself. This greatly simplifies its interface -
eliminating the need for the ReaderWrappers.cpp file.
This adds a new option to llvm-dis (-bitcode) which instructs it to read
the input file as bitcode. Until/unless the bytecode reader is taught to
read from MemoryBuffer, there is no way to handle stdin reading without it.
I don't plan to switch the bytecode reader over, I'd rather delete it :),
so the option will stay around temporarily.
