Alina Sbirlea 3eb9c78255 [Utils] Clean another duplicated util method. 
Summary:
Following the cleanup in D48202, method foldBlockIntoPredecessor has the
same behavior. Replace its uses with MergeBlockIntoPredecessor.
Remove foldBlockIntoPredecessor.
