Reid Spencer 64620485d0 Remove support for upgrading NOT. The llvm-upgrade lexer didn't recognize

it either. NOT is just plain illegal now.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level 
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
