Reid Kleckner aaac9636a8 Remove /Zc:sizedDealloc- from the MSVC build

According to the connect bug
(https://connect.microsoft.com/VisualStudio/feedback/details/1351894),
this was only necessary with pre-release versions of MSVC 2015.
