Alp Toker b29938426f Roll back the ConstStringRef change for now
There are a couple of interesting things here that we want to check over
(particularly the expecting asserts in StringRef) and get right for general use
in ADT so hold back on this one. For clang we have a workable templated
solution to use in the meanwhile.

This reverts commit r200187.

utils Don't use EnforceSmallerThan for EnforceVectorSubVectorTypeIs. EnforceSmallerThan doesn't handle vectors quite right and should really enforce that vectors have the same number of elements. Low Level Virtual Machine (LLVM)
================================

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.

assistance with LLVM, and in particular docs/GettingStarted.rst for getting
started with LLVM and docs/README.txt for an overview of LLVM's
documentation setup.
