Justin Holewinski c9fa05b437 Allow targets to prefer TypeSplitVector over TypePromoteInteger when computing the legalization method for vectors
For some targets, it is desirable to prefer scalarizing <N x i1> instead of promoting to a larger legal type, such as <N x i32>.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
