Eli Bendersky 1ff96f5ca9 RuntimeDyld code cleanup:
- There's no point having a different type for the local and global symbol
  tables.
- Renamed SymbolTable to GlobalSymbolTable to clarify the intention
- Improved const correctness where relevant
