Michael J. Spencer e8ce31af5d Implement relocation-overflow behavior for PE/COFF.

This needs a test, but it will take some time to figure
out the best way to get an input that will produce > 2^16 relocs.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
