This adds all the feature bits libgcc has. They will soon be added to compiler-rt as well. This adds a second 32 bit feature variable to hold the bits that are needed by getHostCPUName that are not in libgcc. libgcc had already used 31 of the 32 bits in the existing variable and we needed 3 bits so at minimum 2 bits would spill over.
