Eric Christopher 598198edbc Revert "Temporarily Revert "Add basic loop fusion pass."" 
The reversion apparently deleted the test/Transforms directory.

Will be re-reverting again.

As it's causing some bot failures (and per request from kbarton).

Dehao Chen 8122c25a1a Pass AssumptionCacheTracker from SampleProfileLoader to Inliner 
Summary: Inliner needs ACT when calling InlineFunction. Instead of nullptr, we need to pass it in from SampleProfileLoader
